Governments and states emerged as rulers gained control over larger areas and more resources, often using writing and religion to maintain social hierarchies and consolidate power over larger areas and populations. The political structures that states provided were an important factor in the rise of civilizations because they made it possible to mobilize large amounts of resources and labor and also tied larger communities together by connecting them under a common political system.
Increasing
number of people, their need to maintain the food supply and the need
for their defense, which led to the formation of governments in a
civilization. Civilization needs a well organized system of government
to help in regulating human activities to keep their life orderly
and it also provide to have smooth interactions between individuals
and groups. Early governments were led by the monarchs who took in
charge of ruling a kingdom, distribution of food supplies,
construction of monuments and organizing armies to protect their
people and also enforcing laws to regulate their citizen's lives.
